As Chairman of this bommittee which comprises all the principal English offices doing Fire Insurance business abroad may I venture to call your Lordship's attention to an Ordinance of the Hong Kong Legislative Council, which, as I learn from the Hong Kong Daily Press of the 6th March 1988, had then been read a second time and passed through Committee, and which may probably
may probably now only await conformation by Her Majesty's Government!
The Bill to which I refer is entitled the Stamp Duties Amendment Ordinance 1888 by the. first section of which it is proposed to impose upon
Fire Insurquee Policies the following duties:-

For each Popy and every renewal
If issued by a Company
registered in the Colony
If issued by any other
Company or person, to be charged on the premium paid

This provision is one
10 cents
50 cents on every $10 or part thereof up to $100, and $5 on every succeeding $100 or part thereof which is so obviously
inequitable, and 80 wholly inconsistent with modern legislation in this bountry, that I feel bound on behalf of the Fire Insurance Companies which I represent to protest most strongly against
